Three new franchise filings have been reported in China. Reports published on 10 October, citing information on the Ministry of Commerce website, show that Anhui Xiaocaiyuan Catering Management Co., Ltd., Zicanren (Shandong) Health and Wellness Management Co., Ltd. and Tianjin Bubuweiying Catering Management Co., Ltd. recently completed franchise filings for the Xiaocaiyuan (小菜园), Zicanren (自参人) and Bubuweiying (步步味赢) brands respectively.
Xiaocaiyuan and Zicanren complete filings on the same day
According to the reports, Anhui Xiaocaiyuan Catering Management Co., Ltd. completed its franchise filing on 9 October 2026 for the Xiaocaiyuan brand. This gives prospective partners a specific company name, brand name and filing date against which to check any proposed business arrangements.
Citing the business information platform Tianyancha, the reports state that the company was established on 9 June 2013 and is located at Room 903, Buildings 2-B4 and B5, Beidou Xingcheng, Tongguan District, Tongling, Anhui Province. Its registered and paid-in capital are both RMB 20.1005 million, and its legal representative is Wang Shugao.
Zicanren (Shandong) Health and Wellness Management Co., Ltd. completed its filing on the same day for the Zicanren brand. Anyone considering a partnership should use the full company name when carrying out checks, rather than relying on the brand name alone to identify the contracting party.
Bubuweiying’s filing dated 24 September
A separate report states that Tianjin Bubuweiying Catering Management Co., Ltd. completed its franchise filing on 24 September 2026 for the Bubuweiying brand. Its filing predates those of the other two companies, although the news was also published on 10 October.
Citing Tianyancha, the report states that the company was established on 29 November 2016 and is located at 22 Xianggang Street, Daqiuzhuang Town, Jinghai District, Tianjin. Its registered capital is RMB 500,000, and its legal representative is Gao Zhongxiang.
Each announcement relates to a separate filing entity and brand. When researching one brand, readers should take care not to attribute another company’s capital, address or incorporation date to it simply because the businesses appear in the same batch of reports.
Which authorities handle franchise filings?
The reports all cite Article 3 of the Measures for the Administration of Commercial Franchise Filings. This identifies the Ministry of Commerce and the commerce departments of provincial, autonomous regional and municipal governments directly under the central government as the authorities responsible for commercial franchise filings.
Under that provision, franchisors operating within a single province, autonomous region or directly administered municipality file with the relevant commerce department where the franchisor is based. Those operating across these administrative boundaries file with the Ministry of Commerce.
This provides regulatory context for understanding the filing process. When checking a particular company, readers should distinguish between the website displaying the information, the authority handling the filing and the company’s registered location. A place name in a company’s name does not, on its own, establish the geographical scope of its franchise operations.
From filing information to due diligence
For prospective franchisees, the immediate value of these announcements is that they provide company details that can be checked individually. They do not replace an assessment of the conditions under which an outlet would operate. During discussions, compare the company name and franchise brand in the filing with the proposed contracting party and the brand authorisation documents.
