Hunan launches regular franchise credit disclosures, offering a new route for due diligence

On 20 September 2026, Hunan formally launched its Mechanism for the Regular Disclosure of Credit Information on Commercial Franchise Enterprises in Changsha. Unveiled during the 11th China International Food and Catering Expo, the initiative aims to address information imbalances in franchising and give investors, businesses and consumers an ongoing way to check companies’ credit standing and trustworthiness.

Credit information to be published regularly on a dedicated platform

According to Phoenix New Media’s Hunan service and Rednet Moment News, the launch formed part of the opening event for Hunan’s 2026 ‘Confident Consumption, Integrity in Business’ publicity month. Held at the Changsha International Convention and Exhibition Centre, the event brought together more than 100 participants, including government representatives, trade association experts, financial institutions, businesses and media outlets.

Rednet Moment News reported that company credit information will be published regularly on a dedicated Rednet platform. The mechanism was launched during the food and catering expo to take advantage of the concentration of restaurant chains exhibiting there and encourage more businesses to participate in disclosure.

Reports have not yet named the first participating companies or specified how often disclosures will be published. Prospective franchisees will therefore need to monitor what the platform actually discloses and how regularly it is updated.

Assessment covers registration, fulfilment of obligations and consumer rights

At the event, Gan Xianke, executive president and secretary-general of the Hunan New Retail Industry Association, explained the association standard titled ‘Credit Assessment Specifications for Commercial Franchise Enterprises’. It establishes a quantitative assessment framework covering regulatory filing compliance, business resources, fulfilment of obligations and consumer rights protection.

These criteria shift the focus beyond brand presentation to regulatory compliance and actual business conduct. For the franchise community, the assessment concerns not only whether a company can provide the resources needed to run a business, but also how it honours its commitments and protects consumers.

It is important to distinguish association standards and association-led credit disclosure arrangements from national legislation. The reports describe credit assessment and self-regulatory measures, not a new administrative licensing requirement or a government guarantee of returns from franchise investments.

Incentives for trustworthy businesses and warnings over breaches of trust

According to Phoenix New Media’s Hunan service, the mechanism draws on China’s Regulations on the Administration of Commercial Franchising, the Measures for the Administration of Information Disclosure in Commercial Franchising, and relevant joint regulatory documents issued by five government departments, including the Ministry of Commerce. It is an association-led initiative to strengthen trustworthiness and self-regulation within the franchise community.

Under the mechanism, trustworthy businesses will receive priority recommendations for participation in exhibitions and business matchmaking events. They will also be given priority referrals to financial institutions and commercial district operators. Businesses found to have breached trust will be flagged within the franchise community and lose eligibility for recommendations for awards or recognition that year.

Businesses that proactively correct such conduct may apply to have their credit standing restored under the applicable rules. The disclosure arrangements therefore combine risk warnings with a route for businesses to repair their standing after addressing problems.

Joint media oversight agreed, with implementation still to be assessed

The event also included the signing of an agreement to jointly establish a media oversight mechanism for commercial franchising. Participants included the Hunan New Retail Industry Association, Hunan Rednet Media Co., Ltd. and the Hunan Credit Management Association. Credit assessment, regular disclosure and media oversight together formed the main elements of the launch.

The initiative’s practical impact will depend on the coverage of subsequent disclosures, the updating of information and the implementation of procedures for restoring credit standing. Reports have not yet provided company ratings or data on implementation outcomes.

Practical tip: When assessing a franchise opportunity, use future credit disclosures as supplementary due diligence material, cross-checking them against regulatory filings, contract terms and the business resources on offer. Do not treat a credit assessment or eligibility for recommendations as a promise of profitability.
