Hong Kong’s franchise community brings together local, international and Mainland Chinese brands. Its development spans decades. Franchise operations do not have to register as franchises with the government, so a complete market census remains difficult to establish.
Today, franchising in Hong Kong extends beyond restaurants into retail, learning centres, laundry and dry cleaning. Estimates published in 2025 put local franchises at around 56% of franchise operations, reflecting the importance of home-grown businesses alongside overseas names. This estimate is not an official count of all businesses operating under franchise agreements.
QFA supports the franchise community with a code of conduct, free guidance and professional learning designed to promote responsible growth.

One quality framework, adapted for each national market.

A report cited in the research says Hong Kong’s securities regulator is preparing to include renminbi counters in southbound Stock Connect trading. This concerns capital market arrangements, not franchise regulation, and does not establish that store openings or franchise investment are recovering.

Hong Kong has no franchise-specific disclosure regime, but brands must still avoid misrepresentation. An evidence-based, verifiable pre-contract information pack helps prospective franchisees assess risks and can reduce future disputes.
