Alexandria Chamber Prepares EU Project to Support Egyptian Franchise Expansion

The Egyptian Chamber of Commerce in Alexandria is preparing to launch a project in cooperation with the European Union to support entrepreneurs and provide technical and advisory assistance to Egyptian brands with the potential to expand internationally through franchising. Ahmed El-Wakil, Chairman of the Federation of Egyptian Chambers of Commerce and Alexandria Chamber, announced the initiative at a meeting of brand owners, investors and entrepreneurs, according to a report published by Masrawy on 12 October 2026.

Technical support for brands expanding abroad

The planned project focuses on helping eligible Egyptian brands enter and expand in overseas markets through franchising. Its emphasis is on preparing brands for expansion through technical and advisory support, rather than simply presenting a trading name to an investor seeking a new opportunity.

El-Wakil made the announcement at the first stop of the ‘Egypt Franchise Tour’, organised by Franchise International, part of the National Franchises Group, in cooperation with the Federation of Egyptian Chambers of Commerce and Alexandria Chamber. The meeting aimed to raise awareness of franchising, support Egyptian brands and connect them with investors and entrepreneurs across Egypt’s governorates.

According to El-Wakil’s announcement, the project with the European Union is still being prepared for launch. The news therefore concerns a support programme under development, rather than the start of international expansion by specific brands or the signing of franchise agreements in new markets. Business owners assessing the implications for their companies should distinguish between preparation for expansion and expansion itself.

From a local presence to regional competition

El-Wakil said Alexandria Chamber had been promoting awareness of franchising for more than 15 years. He stressed that Egypt has the market fundamentals and promising brands needed to move from a local presence to regional and global markets. The planned project builds on this approach, with a direct focus on supporting brands capable of expanding beyond Egypt.

The federation chairman linked franchising to the structured growth of successful brands, sustainable job creation, new investment and the transfer of technical, managerial and operational expertise. These were objectives he outlined when discussing the importance of franchising, not results already achieved by the project the chamber is preparing to launch.

In its coverage published on 13 October, The Middle East Observer explained that franchise expansion allows companies to grant independent investors the right to use their brands and operating systems, rather than funding every new outlet themselves. It also highlighted the potential to generate recurring revenue from franchise fees and stimulate demand for Egyptian manufacturing, packaging, logistics and professional services.

For Egypt’s franchise community, this connection between a brand and its supplier network shows that preparing for regional markets involves more than attracting an investor. It also depends on the business model’s ability to remain viable and deliver a consistent experience — an issue addressed in the meeting’s operational discussions.

Operations and legal protection underpin readiness

Abeer Goleih, franchise consultant and Chief Executive of the National Franchises Group, stressed that successful expansion requires a clear operating system for the brand. She highlighted the need to develop operating manuals and legal frameworks to protect brand identity and ensure consistent quality standards and customer experience across outlets.

These requirements give practical substance to the idea of preparing before expanding. Having a well-known local brand does not remove the need to explain how it operates or define the standards that must be followed when replicating the business in other locations. Operating manuals are therefore an important part of the system Goleih described, alongside legal protection for brand identity.

The Middle East Observer’s coverage also highlighted the importance of proven profitability and reliable supply chains for investors assessing franchise opportunities. Operational and legal considerations thus sit alongside financial and supply-chain factors when evaluating Egyptian brands’ expansion prospects; name recognition alone is not enough.

What does this mean for brand owners?

The Egypt Franchise Tour is set to continue in other governorates in cooperation with the chamber network, aiming to reach more businesses and connect local enterprises with investment opportunities. The tour provides a forum for brand owners and investors to connect, while the planned European project focuses on technical and advisory support for international expansion.

The practical takeaway for brand owners is to begin by reviewing their readiness: a clear operating model, documented quality standards, protected brand identity, proven profitability and reliable supply arrangements. Investors, meanwhile, should use these factors as the basis for assessing a franchise opportunity, while distinguishing between an announcement that a support programme is being prepared and an expansion agreement ready to be implemented.
