International roots, growing Croatian ambition

Franchising in Croatia dates back to 1969, when Diners Club Adriatic began operating from Zagreb as a Diners Club International franchisee. In the following two decades, Croatian businesses including Varteks and Kraš explored their own franchise systems. McDonald’s opened its first Zagreb restaurant in 1996, helping bring greater attention to the model. Fashion brands including Esprit, Escada and Calzedonia added another wave of franchise development towards the end of the 1990s.

Support for Croatia’s franchise community became more organised in the early 2000s. The Croatian Franchise Association was established in 2002 to promote franchising and encourage standards. Franchise centres in Osijek and Zagreb followed in 2003, alongside the first franchising fair in Zagreb. These organisations became points of contact for prospective franchisees and franchisors, helping people learn about the model and connect with businesses considering expansion through a franchise network.

Croatia now has a mix of international networks and home-grown franchise brands. The 2023 market picture comprised 248 franchise systems, more than 4,500 locations and over 20,000 people employed, with domestic franchises accounting for 29% of the total. Croatian names associated with franchise development include Surf’n’Fries, Aqua and Mlinar. For prospective owners, this variety offers different business models to investigate, while making careful comparison of each opportunity’s costs, support and local suitability essential.
